This is due to %doc macros in rpm which creates %_docdir/%name-%version.
Anyway, this is not a big deal.
I mark this bug as invalid, /usr/share/doc/irssi-0.8.6 contains legal files
(COPYING, Changes ...) and irssi manual documentation is under /usr/share/doc/irssi
