I'm not sure if this helps, but I remember running into a similar problem
with this same package. I think it stemmed from installing 9.1 final +
urpmi --auto-select upgrade to Cooker. It happened on that install before I
wiped things, so I have but a vague memory of what I did to fix it. I do,
however, recall wondering why exactly this package kept popping up as being
needed and wondering why urpmi wouldn't install it.

I seem to recall resolving it by doing a force install on the libjpeg62
package. While that partition was still alive, I no longer had problems with
the message any more. I've since wiped that partition and installed, and
while that install existed I didn't run into this problem (currently, I'm
without a Cooker install due to other problems and having ot totally start
from scratch on that drive; so, I can't say what my current experience would
be).

Again, this is all very vague. But I know that when I first ran into the
problem, I wondered why no one else seemed to have the same problem. It
happened around the time the gpg keys issue with the new version of rpm
first arose, so I pretty much chalked it up to being a funciton of that.

Sorry this isn't more lucid, but I thought I'd add something to say that 1)
Jay, you're not hte only one and 2) it does seem to be a fixable side-effect
of the constant Cooker renewal process.
