Mandrake 9.1 Final (without updates) does not seem to have this problem.

When manually selecting the rpm-devel package in 9.1 rc1, the installation will
lock up. The dialog box showing the other packages to be installed does appear,
but from then on, the install is stopped. Note that the system is not locked up
itself. I can still access the save/load packages from floppy button. A quick
look at the "to be installed" package list shows rpm-devel is in the list.
Perhaps this is causing an endless recursive loop???
