I understand this.

But if a package is rebuilt, then I expect only the version to be upped
and a changelog entry to be added. In this case the BuildRequires were
changed, and the changelog mail showed lots of other things, which turned
out to be a bug in the upload script??

I'm just requesting that the changelog is filled in accurately. No more,
no less. Otherwise we might as well leave it blank, or remove the
changelog alltogether (all these files are in CVS anyway, right?).
