I could be wrong on grub's technical ability, but the disk size limits ect
on grub are lower (8GB unless a special bios is available) vs LILO's 2TB
ect as far as I know. 

As far as the 16meg limit on boot partitions, perhaps it could be hacked to
boot a "tiny linux"(/boot mount hda1 or something) by default then once you
select an appropriate OS to boot, if it an OS other than linux goes to that
otherwise it closes down that temporary "tiny linux" then opens up the
kernel ect getting back to the graphical screen asap.
