It is a useful property of gzip and bzip2 files that multiple files can be concatenated and will all be unpacked into the one when gunzip/bunzip2 is run against them. Why not add new updates to the end of the index file instead of making an entire new index file (offer it two ways, one incremental and one tradition) so that detecting new updates is a matter of downloading a few kilobytes (wget -c or whatever) rather than multi megabytes? It would then be reasonable to check for updates several times a day, or whenever you dial up, or according to a similar regime. The only obvious complication is that urpmi may have to learn that files later in the update index may obsolete files earlier in it, so that once a later (better, in theory) update has been downloaded any earlier one(s) could be erased.
