the first does be good.

if you do not want to be spamed by bug reports
just set in your ~/.rpmmacros "%packager mdk link <...>"

this is the right place where to alter this tag.

we do not want to bother altering the tag each time we rebuild a
package.  (useless work / lost time)

no.

having invalid tag in *your* ~/.rpmmacros may trigger such an
error. not the absence of the actual tag in the spec file.

which is nice if the latest packager get his email right in the rpm
header so that we can point out at the bad guy and ask him what were
his changes when a problem occurs.
