To be precise, the expected arrangement is to have a minimal workable partition (workable means you have at least a text editor, some FS tools etc) without /usr. It is uncommon to have a seperate /usr, and when that becomes broken, people will need stuff in /bin, /sbin and /lib to salvage everything.
