Closing, I think all packages are no longer using config files for schemas..
If not, please fill separate bug reports for each packages (with patch, of course :)

This problem is not a bug of gconf itself, but a mega-problem
involving rpm, rpmlint and ALL packages that install schemas files.
According to
http://mail.gnome.org/archives/desktop-devel-list/2002-July/msg00442.html,
schemas files are not config files at all, not even modified by system admin. If
admins want to enforce some settings, it should go
to /etc/gconf/gconf.xml.mandatory.
