big snip ----------- Lack of the directory produces a FIP (Furhter Information Provided) in the test suite run. My initial goal was to have no FAIL or UNRESOLVED or FIP. Currently we do have about 7 FIP, for various reasons. One can still pass with FIPs, you just need to explain why they occur, which in this case can be as simple as saying we don't ship rwho by default.
