adds export LANG in functions

This patch (initially created by Andrey) adds the line: 
'export LANG' to /etc/rc.d/init.d/functions

By adding this minimal patch my initscripts now "speak" to me correctly...

Now I don't know if this is the correct way to solve this problem,
but atleast it works for me...

This bug apeared somewhere after MDK 9.1 Release... 
And it is present in 9.2beta1 and current Cooker... 
 
This is on a Finnish locale, but I have seen others complain 
about it on th ML...
