I don't believe in this features, since all available docs tells me
there is no such feature ;-).

# urpmi --help 2>&1|grep skip
# bzcat /usr/share/man/man8/urpmi.8.bz2 |grep skip
.FN /etc/urpmi/skip.list

Of course, I think Adam was looking for a message:

"The following packages have to be removed for others to be upgraded:
evolution-1.4.3-1mdk.i586 (due to missing libcom_err.so.3), or you can
upgrade (U) all packages which won't force uninstallation of other
packages (y/n/U)"

After having had to get into a habit of reinstalling removed software,
IMHO it would be nice if this were the default when --auto-select
- --auto, overridden by something like --allow-remove.
