Yes, but kdebase-kdm-config-file-3.1.3-3mdk requires kdebase-3.1.3-3mdk.

There is no error, but a package upload failed ... and yes, the more 
interdependant packages there are with requires on releases, the bigger 
the chance an upload of a release-required package will fail.
