preuininstall contains "/etc/rc.d/init.d/dhcpd status | grep running &&
/etc/rc.d/init.d/dhcpd stop >/dev/null 2>&1"
postinstall would run "/sbin/service dhcpd condrestart" but since the server has been
killed previously it will not start it.
