I don't agree it is the less used.
Some people may prefer other layouts, but I've always seen the belgian layout as
the default keyboard when purchasing a computer in Belgium; the only non belgian
keyboards I have seen are some french keyboards used in some schools, German
keyboards used in the West German-speaking region, and US qwerty ones used
mainly by people alredy accostumed to that layout. But the Belgian layout is
clearly the most common one.
In any case, you can still choose any keyboard you want at the summary step; or
even after the install.
