Yet I think there are exceptional cases. Usually, one dir should be
owned by one package because other packages installing in the same
location is usually depending on the most basic package -- making
it the valid owner of some directory. But sometimes multiple packages
without dependency on each other can install file into the same
location.

Pick gconf as example: which version of GConf should own /etc/gconf --
gconf1 or gconf2? Both are valid.

Another one: /usr/share/dict. Currently all dictd dictionaries and
"words" package install file there.
