Why do I have to import these keys manually to gpg?

Which is the best way to import your keys to a new installation? Most HOWTO's 
are very keen on explaining how you start from scratch. If security is 
important, like RedHat, which have their mailserver on 
"https://listman.redhat.com/archives/rhl-beta-list/2003-August/thread.html";

I would like some good keys!
