Clock applet is provided by gnome-panel..

You know, you can easily fill bugs upstream yourself using bugzilla.gnome.org.
It is really easy, if you select the right package (gnome-panel in this case..)

description:
With Mandrake 9.2 beta 2, in Gnome, the control panel keeps "moving" from right
to left which is annoying.
It's due to the applet date (near the volume and the work area selector) which
is not a fixed size.
When putting "applet date" with seconds, the width of characters changes and it
makes move the "work area selector" as the width change => keep a fix width
(depending on the max width of characters displayed, generally taking width('W')
* max chars displayed works correctly)
I think it belongs to gnome-applets, I've got version gnome-applets-2.3.6-1mdk,
haven't tried with 2.3.6-3 though, I suppose it still exists ?
