That's wrong because some system administrator can make changes they want to
apply to all users.
Furthermore, new rpms should never overwrite config files.
And /usr/share isn't a very common location for config files.
Why not /etc/vim/vimrc ?

First of all I'm using 6.2-6mdk (bugzilla has an older current version).

The problem is that every time I update vim, it overwrites the global
_configuration_ file /usr/share/vim/vimrc, which is very annoying.

So probably the file is not marked as a config file in the specfile.
