The main mirror is messed up - and because I use the following rsync
parameters - I lost my entire local copy!! Even worse, I have a limited
2MB ADSL line which I have to pay for when I exceed 5Gig of traffic a
month! Thanks to this mess up, I gotta download the entire Cooker again
(2.7Gig) which costs me big time!!!

Why, oh why are they changing the directory structure again?

Here's the command I use:

rsync -auvP --delete ftp.uinett.no::Mandrake-devel/cooker/i586/ .

The directory structure does not change. However the move from one
machine to another seems to have messed up the timestamp.

With respect, it would not have if you had used:

rsync -av -H -P --stats --delete $mirror-1/ $mirror-2/

to do the move between machines, as troels.rsync6.2.pl (see sig below) does.
