No, there is another devel bundle called the XFree86-SDK or whatever. Most distros don't include it, but a few do (debian I think). It's required for very low-level linking of stuff like the ATI drivers.
Spence and I asked one of the Freds about it a while ago. Doesn't sound likely to be included.
