It does obsolete kernel-utils.

rpm -q --obsoletes bootloader-utils
kernel-utils  

rpm -q --requires initscripts
 <snip>
grep  
util-linux >= 2.10s
mount >= 2.11l
bootloader-utils  
 <snip>

If one tries to use urpmi to manually install kernel-utils, of course
you will get a conflict error.

It needs to be removed from the mirror .
