proftpd packages comes with /var/ftp and /var/ftp/pub, both of them owned by
ftp user. As it is the uid used by anonymous ftp, it would be much safier to
have those directories owned by root. We don't have /var/www and
/var/www/html owned by apache uid sofar...
BTW, a /var/ftp/pub/incoming would be interesting too, if the goal is to
provide a basic standard configuration.
