Spice is not in the distrib because its license is a free for non-commercial use,
and there are the usual U.S.A.export limitations on it.
This is a kind of license we try to avoid (if possible).
So, apart from the fact that IMHO, it's not a good idea to put a require on a
package that is not "required" in the strict sense, oregano cannot depend on
Spice because it would introduce an unresolved dependency in the distrib.
