Installed cooker this morning :

 * default dhcp client (dhcpclient)
 * first boot, added DHCP_TIMEOUT=5 in /etc/sysconfig/network
 * ifdown/ifup eth0
 * file /etc/dhclient-eth0.conf with 'timeout 5' inside was created

So I can say that DHCP_TIMEOUT is taken in account by scripts.

 - If your problem is unplugged cable at boot, why don't you try ifplugd ?
   You won't wait at all !

 - Otherwise disable zeroconf(zcip/tmdns), if you don't want it, and you won't 
       wait much more than DHCP_TIMEOUT value.

Set the timeout setting to something lower than 30-45 seconds per interface by 
adding DHCP_TIMEOUT=5 in the /etc/sysconfig/network section. Does not affect 
the timeout.

Also request to have the option added to DrakConnect.
