This also occurs if you cancel when told that you must uninstall one or more packages. You can go back to the package selection and reset the selection, but if you pick one more package and then install, it tries to install everything you had selected before (I know because I am getting the bad packages warning for all of those packages). It appears that wherever the package selections are stored are not being cleared off after a cancel.
