AFAIK stuff from /etc/X11/xinit.d are executed after login.

No matter if numlock is(isn't) activated is BIOS. Starting system switch numlock
off. I use only GNOME and GDM. I must activate numlock in GDM manually on every
system start. This problem was present in 9.1 too. Please fix this small
annoyance. Thank You.
