Having been the maintainer for gaim on another distribution for a long while 
now, I can safely say that yes, this is related to the October planned 
block-out. The problem is, that even though the gaim devels might continue 
to add support for the MSN8P needed after that time, it may be a sticking 
point with the DMCA and other laws in other countries. Additionally, I'm 
unsure whether or not kopete will have support for MSN8P after that time 
for the same reasons.
