The Chinese locale doesn't work with gtk+1.2 applications.
Works fine with 2.0.  You can see the problem by logging in as
Chinese, and bringing up gnumeric and comparing the menu with
a gtk+2.0 application like gnome-terminal.  gnumeric and rpmdrake
show roman character garbage, while gtk+2.0 applications show
chinese characters.

The problem seems to be that the gtkrc file for 1.2 and zh_CN.utf-8
is broken although I haven't figured out how to fix it.  Setting
the locale to zh_CN makes everything work fine and one can workaround
the problem by setting the locale.alias file in gdm to log in as
zh_CN rather than zh_CN.utf-8.  I think the same problem happens with
zh_TW and zh_CN.utf-8.
