I think his key phrase is "working well".
If the 3D stuff ain't working at all, you get 1-3 FPS; if it's working but badly you might get full speed but occasionally crash the app, the X server or freeze the machine.
I think he wants to trap as many of those as possible and/or at least have a generic error popup rather than just have the app silently die.
