I just downloaded and installed (on my test computer) 9.2B2. I easily reproduced this bug on that computer. Open kcontrol (KDE Control Center). Select "Look and Feel." Under Look and Feel select "Style." Click on the third tab "Miscellaneous." Under "Visual Appearance" there is an option for "Enable ToolTips." This is enabled by default. Unselect the box and click the "Apply" button. At this point, the ToolTips will actually shut off. If you close all your programs, log out and log back in, you will find the ToolTips active again. Yet, if you open kcontrol and examine the ToolTips setting, you will see the box unselected. If you select, then unselect that box and click "Apply," ToolTips will once again stop working.
