folder permission in package for /usr/lib/gtkhtml are rwxr-xr-x, so you did
something wrong after install...

but the folder '/usr/lib/gtkhtml' permissons are:
drwx------ 2 root root 96 Sep 1 10:45 gtkhtml/
if i do a 'chmod 755 gtkhtml/' everything works fine...
