they used not to.

man-pages-fr has just been fixed.

already done.

the pb is that sometimes, some man-pages translations appears in some
package, thus conflicting with man-pages-LL.
then one remove the conflicted man pages from man-pages-LL and cooker
is happy.
but when you try big updates between 2 releases, you're cautgh by bad
package ordering because of lacks of conflicts and/or requires.

btw, doing massive installations of 9.1 and then upgrading them to 9.2
would catch most of these problems.

(hint for qa team...)
