Usually, "-devel" packages of different major numbers of a library do not remove
each other automatically. If you use "urpmi" for doing the package update
(Mandrake's graphical frontends as rpmdrake or the installer use urpmi, too) you
should be asked whether you want to remove the previous package.

When doing a complete upgrade from Mandrake 9.1 to Cooker,
libexif9-devel-0.5.12-1mdk cannot be installed because it conflicts with
files from package libexif8-devel-0.5.9-1mdk:

I guess there is missing a conflicts or something like that so that urpmi tries
