How much ram do you have? If you have less than about 68MB (probably 72MB is the first amount of ram you can have that is guaranteed to work), the installer cannot load itself into memory, so it has to run off the CD, which means that it is impossible to change disks. If you really need all 3 CDs, install in text mode.
