But if a user installs a new kernel, that kernel should be their new default? IMHO, there is a problem with installkernel's logic, it should be making versioned bootloader entries for the previous default kernel, not the new one, which would ensure that on the first kernel installed after installation of the distro, the user wouldn't lose access to their original kernel (this assuming installkernel hasn't changed that much since it was in initscripts).
