[Cooker] [help} switching to UTF-8 default to iso-8859-15 ?

Today I installed cooker with french and utf-8 by default.

As this look a nightmare woth some programs like xchat I would like to 
put my system to use iso-8859-15 instead.

How can I setup this now ?
