That's only if you don't go and change your setting in KDE Control Center->LooknFeel->Panels->Menu IMHO, it should be enabled by default (at about 5 entries remembered), but this doesn't make it impossible for you to use it. Of course, at some stage KDE will get a configuration editor which will modify the system-wide settings in /usr/share/config ... and hopefully the behaviour in KDE Control Center will be fixed so pressing the "Defaults" button gets you the system defaults, instead of the compiled-in defaults.
