scp was moved from openssh-clients to openssh because both the server and the client 
require 
scp, however you do not need -clients installed to use -server.  So adding a 
dependency on 
openssh-client is not desired because if someone just wants the server installed, they 
now have to 
have the client installed as well (when it isn't necessary).

Fortunately, openssh-client requires openssh; unfortunately, openssh doesn't require 
either client 
or server, but other than making some virtual provides by both openssh-server and 
-client that 
openssh requires, there is really no other option.  Actually, the provides would still 
be wrong 
because if you installed -server, you'd get openssh, and your problem would still be 
there (the lack 
of -client).

The only thing I can think of doing that might remedy this is making openssh-client 
provide scp, 
without really providing it (a virtual provides).  It would pull in openssh due to 
deps.

Anyways, it has been like this since January and this is the first report like this, 
so it isn't critical.  
I'll think of an elegant solution, but since we're in deep freeze and this is minor, I 
won't be pushing 
to fix for 9.2 (sorry).

I don't have on the computer scp. 
I've done a urpmi scp 
openssl and openssh are downloaded and installed. 
the binairy scp is present. 
But when I try to use scp: 
/usr/bin/ssh no such file or directory. 
So move scp from openssh to openssh-client, or add a dependency from openssh 
to openssh-client
