fixing in CVS original problem.
as of german without use utf8 by default, can't reproduce.

I tried to do an text-mode install, selecting the Finnish locale...
and "Use UTF-8 by default" option....
>From the next screen the text was a PITA to read since
every non-english character was replaced with weird characters,
makeing it "impossible" to continue the install...
