No, it is not completely broken : your default background file is not present (mandrake_theme/mandrake_desk broken stuff) in /usr/share/mdk/backgrounds/default.png (it should be a symlink to the new background). In that case, gnome-panel defaults to "no transparency".. I know it should use default background color instead but it is a very little side-effect bug..
