No need to write a tool - just use rsync (or fmirror) with the
--delete option from your favourite mirror.

This will end up with your local tree identical to the cooker tree. 
All files which have no matching server file will be deleted.

But first run fmirror -R to set your file timestamps the same
(accounting for timezone differences) as those on the matching server
files so that what you already have is not downloaded all over again.
