I wish I'd paused for a few minutes before I sent this question; but
sometimes it's the asking of the question that stimulates thought.

I have Linux on a Dell Optiplex GX240 with additional front USB ports.
I remembered that whenever I try to plug my USB mouse into the front
ports, it is also slow.  But it works fine in the back ports.

So, I plug my card reader in the back, and -- voila! -- it works
perfectly!  Well, that's reassuring.

Not so reassuring is the fact that those front USB ports don't work
normally in Linux.  I don't remember having that problem with Windows
 -- though it's been a long time since I've booted Win.
