This is due to the default Webmin apache config.  It is configured for Apache 
1.3.x and cannot find the Apache2 binary and config file.  You can solve this 
by going to the module config ( https://<servername>/config.cgi?apache ) and 
changing the following options:
Apache server root directory: /etc/httpd/2.0
Path to httpd executable: /usr/sbin/httpd2
Path to httpd.conf: /etc/httpd/2.0/conf/httpd2.conf

I do think this should be configured as such by default though.  Not many 
people will install 1.3.27
