Update:

bind-9.2.3rc3 may fix this "forwarders" issue, will test it ASAP in the other 
network I'm administer. I'll be back with test results in a couple of hours 
from now.

"1508.   [bug]           Don't apply delegation-only checks to answers from
                        forwarders."
