After chrooting bind a "service named restart" does not seem to kill bind,
Luca Berra suggested that it could be a bug in the killproc routine.

Proposed fix (workaround):
Use "/usr/sbin/rndc -c ${ROOTDIR}/etc/rndc.conf stop" instead of "killproc
named".
This bug is marked as a "blocker" because QA does not seem to have tested this
at all... (no sane person should run bind unless it is jailed in a chroot)
