"my bugs" link from bugzilla home page should not list needinfo bugs.
rationale: this would make the bug list more dense and prevent having to filter the
bug
list with eyes.
this is somewhat related to #4235 since this is needed for "bugs that're assigned to
me" list but is not for "bugs that i've reported" (opposite rationales)
