lat0-16.psf font does have that character; the problem was most likely not in
the font, but in consolechars not properly loading it.

It seems fixed now, at least I can properly display � character

Mandrake uses the lat0-16 as the consolefont for pt_BR, however this charset
don't have the "�" (a-tilde). This happens in the terminal mode (no X11).

Just try:
consolechars -f /usr/lib/kbd/consolefonts/lat0-16.psf.gz
test: �  # shouldn't work, it should print "a"

consolechars -f /usr/lib/kbd/consolefonts/lat1-16.psf.gz
teste: �  # should work, it should print "�"

I hope that could be fixed in MKD9.2
