We have the same problem here since upgrade to MDK 9.2  
  
The problem is that now we have a default TMP dir = $HOME/tmp in the default  
environment.  
  
I can confirm that putting passenv = PATH in /etc/xinetd.d/cvs solves the 
problem.

I run a cvs server. I usually work with it with no problems. However,  
today I started to have problems. When trying to do "cvs update",  
I would see the following stdout: 
 
can't create temporary directory /root/tmp/cvs-serv#   
 
(where # is a PID). I fixed it by adding the line I show above.  
Today I did my daily update to cooker, I am not sure why the problem  
started though.
