Open http://www.linux-france.org and reduce the window to have a scroll bar. When the page is loaded, click in the URL textfield just to get the focus, then directly use the vertical scrollbar : I have the scrollbar. It seems that the white line appears when you directly scroll a frame which has not the focus, ie using the scroll bar of a window without previously click inside it. I think this famous line is part of the one used around a window to show it has the focus.
